The Patient Protection and Affordable Care Act (more commonly referred to as the Affordable Care Act, ACA or Obamacare) is a healthcare law passed by Congress in 2010 during the administration of President Barack Obama. Passage of the federal statute constituted what is widely considered the most sweeping change to the U.S. healthcare system since Medicare and Medicaid were created in 1965. The ACA guarantees that most Americans can receive or buy health insurance. The measure also requires that all adult citizens -- with certain exceptions for financial hardship or religious belief -- carry health insurance or face tax penalties. In addition, the Patient Protection and Affordable Care Act mandates that employers provide full-time workers with health insurance coverage, with exemptions for the smallest employers.
