Why did the Framers decide to include Article V of the Constitution, detailing an amendment process?

Concerns about protecting self-government

"Because of our two-party system, voters often find themselves voting for the 'lesser of two evils,' rather than a candidate they really feel would do the best job. . . .

"Since most states distribute their electoral votes on a winner-take-all basis, the smaller party has no chance to gain support without seeming to take this support from one of the major parties. Few people will support a party that never wins, especially when they are supporting that party at the possible expense of their least favorite candidate taking power."

Which of the following governmental policies would the author of this passage most likely support?

Reforming or eliminating the Electoral College

"Given the increasing difference in size between the largest and smallest states, combined with other changes in the American political context[,] any effects of Senate apportionment are greater today than in the past. By reference to the one person, one vote standard, the Senate is the most malapportioned legislature in the world . . . Currently Wyoming, with fewer than half a million residents, enjoys the same level of representation as California, with more than 30 million."

Why did framers of the Constitution include the amendment process?

The Framers, the men who wrote the Constitution, wanted the amendment process to be difficult. They believed that a long and complicated amendment process would help create stability in the United States. Because it is so difficult to amend the Constitution, amendments are usually permanent.

Why do you think the framers of the Constitution include Article V?

Article V describes the process for amending the Constitution. But the Framers intended for the amendment process to be difficult: although the federal government could add amendments, three-fourths of states have to ratify every amendment.

What is the purpose of Article 5 of the Constitution?

Article V says that “on the Application of two thirds of the Legislatures of the several States, [Congress] shall call a Convention for proposing amendments.” The convention can propose amendments, whether Congress approves of them or not. Those proposed amendments would then be sent to the states for ratification.

Why did the framers of the Constitution create a mechanism for amending the Constitution but then make it very difficult to actually make any changes?

The founders made the amendment process difficult because they wanted to lock in the political deals that made ratification of the Constitution possible. Moreover, they recognized that, for a government to function well, the ground rules should be stable.
